The cutters district is one of several papers on exit districts.
The others are, the Kobold mines, the Goblin Hovels, the Orc Homes and the Necropolis.
These districts are notorious for crime or (in the case of the the Goblin Hovels) suprising lack of illegal behaviour.

It is possible to get single use exit papers for some areas (for civil servants etc) but generally papers come in the flavours of long term passing and no.
Exit papers for the necropolis are provided to undertakers whom must make frequent (monthly) examinations to assess their physical and mental health. Visiting a dead relative permits a single usage pass which can be allowed to one family once per month at the most (bar for the first two months from death, where once per week is permitted).

Sarah got an exam moved there as well. ECC is pretty awesome though. It's like having an exam in a civil service building if money was spent on them.
