Also: What kind of scale are you going for? Bearing in mind that the geography/cities are massively scaled down in Morrowind/Oblivion/Skyrim

Oh and you'll start off in Skyrim, that's been decided. The rest is up to you. I'll post the traits and racial bonuses when I'm done with them.
you will start in Markarth Prison. As far as characters go, the races available are :
Nord Breton Imperial Redguard Dunmer Bosmer Altmer Orsimer Argonian Khajiit
Dwemer (!) Falmer (!) Dremora (!)
The last three you're allowed to be, but they'll be hard for you to RP properly. For example a Dwemer won't have any experience of the culture, Falmer will have to overcome his dislike of everything, etc.
Racial bonuses currently are :
Nord - +D2 to max Strength (i.e. can have a max of 12 on character generation, rather than 10)
Breton - +D2 Intelligence Imperial - +D2 Willpower Redguard - +D2 Agility Dunmer - +D2 Intelligence Altmer - +D2 Intelligence Bosmer - +D2 Agility Dwemer - +D2 Vitality Orsimer - +D2 Strength Falmer - +D2 Vitality Khajiit - +D2 Agility Argonian - +D2 Agility Dremora - +D2 Strength

if there are no Dwemer then how can we play one? i realy want to play one but where would i be from, would i know about what happend to the Dwemer, do i understand their technology
how i'd like to play it- my character steps out of his dwemer stasis pod to find everyone is gone and i'm far in the future (from my perspective) in a decaying dwemer city, i must venture forth to find the answer and rejoin society

I think playing a Dwemer would be very interesting (If you can square it with lore) but also pretty problematic. In order to have survived the disappearance you'd have had to have been in another dimension for the past several thousand years, I don't know how that would be reflected in your character.
EDIT: If a Dwemer Tonal Architect returned from 5000 years of wandering the planes of Oblivion it would be the most Earth shattering event in history, he would essentially be a walking god. (Incidentally that would be the most awesome high-level plot arch ever)
EDIT 2: Actually come to think of it the last Dwemer said he'd been in the "Outer Realm" when they all disappeared, that may be referring to something that's actually completely outside of Mundas and Oblivion, so fuck knows what you'd get up to there for 5000 years.
Also: You will be the most wanted test subject in the world. All of the most powerful magic users in Tamriel will be hunting you down.

I'll be curious as to how you rope together a party of Dwemer, Falmer, Orcs and humans in Tamriel - a continent renowned for having every major hero in the past thousand years be a murderous thieving social pariah.

Essentially - If you can give me a reasonable, plausible, canon reason to play Dwemer or Falmer or Dremora then you can. That's as far as it goes. as Dan says it's pretty unlikely you'll be able to come up with a sensible reason for you to be alive, though if you want to try I'd enjoy listening.

Leaky brainpan would be so awesome, just because the DM could randomly drop everything, and skip over to you playing Sheogorath and doing an outrageous accent.
