The laws of the Independant city-state Court of Bones (Read; Gilliad City of Castle Rolloff)
While in life citizens shall retain possession of their bodies. Murder, assault and any other action which limits a citizens possession of his body (including that of spells) is forbidden under most circumstances excluding when admitted by the state or under pretext of defending their life. Anyone breaking this law will be promptly turned over to the keep or academy to become a denizen of the House of Bodies.
Speaking ill of the leadership, Urgathoa, or of undead citizens or servants of the state shall be treated as undermining the power of the state. Anyone caught comitting this crime shall become a denizen of the house of bodies.
Theft of any kind will be punished by a fine of four times the value of the item stolen and the perpetrator will be publicly flogged ten times.
Any citizen caught comitting a crime which does not make him a denizen of the house of bodies at present time will have no leniency upon death but will be a denizen of the house of bodies.
No other religion than that of Urgathoa is allowed. Any citizen caught worshiping another god will become a denizen of the house of bodies.
All citizens are required to attend mass in the temple of Urgathoa. If citizens fail to attend mass at least once a month and has no extenuating circumstance this citizen will be publicly flogged. If violation of this law is repeated the citizen will become a denizen of the house of bodies. Citizens are strongly recommended to attend mass as often as possible
Citizens are not allowed to create gatherings greater than that of five persons on a public space. Such gatherings will be harshly dispersed and continuation of transgression will result in a public flogging.
There will be a curfew at 10 PM until 5 AM in place. Streets will be patrolled by unliving guards. If any citizen breaks curfew their safety can not be guaranteed but it is likely that he will become a denizen of the house of bodies.
Orders from guards are always to be followed. Trangression of this law will result in a public flogging. If it is continously broken citizens will become a denizen of the house of bodies. Citizens are allowed to break this law under pretext of a guard giving orders contrary to the law.
Taking bribes or stealing state money from a a position of power is a major crime and will result in perpetrator to be staked over the course of twenty hours resulting in death and his body becoming a denizen of the house of bodies.
If a citizen is diet-dependant on fluids such as blood or living flesh he is required to present how he will feed himself when visiting or moving into the Court of Bones. He is allowed to bring servants or slaves with him to provide him with this diet or feed on people that are not citizens of the court of bones but he is not allowed to take the life of citizens of the court of bones unless this citizen has given him expressed permission to do so. Breaking this law will result in the individual being destroyed.
Any citizen born with magical talent shall be turned over for training at the College of the Dead. Failure to comply will result in the parents becoming denizens of the House of Bodies and the child taken from them.
Citizens keeping undead servants are required to make sure they are free from infection when interacting with living citizens. Exceptions include servants which are entirely skeletal. Failure to comply will result in harsh fines.
Citizens will be required to be turned over to the house of bodies upon death. If this citizen has followed the laws during his life time his family will have the opportunity to buy his body from the house of bodies for proper burial if they wish. Failure to comply will result in public flogging of those hiding bodies.
A list of people which at this time have had a lawful behaviour but are still somehow classed as undesirable by the state will be published on billboards around the city. Citizens associating with these individuals are strongly recommended to sever ties. Prolonged and close association ay result in them being listedas undesirable as well.
Any organization in the city will have to be registered and allowed by the state. Failure to do so will result in a public flogging of every member of the organization. If the organization is revealed to be involved in unlawful activities all members of the organization will be given to the house of bodies regardless if the individuals themselves have engaged in unlawful activities.
Individuals with specific ties to the plane of positive energy or has the ability to channel positive energy will be exiled or turned over to the house of bodies if he has used said power while staying in the court of bones.
Healing spells are allowed but limited to what is allowed by the state. Spells specifically made to injure or ill undead are unlawful unless they are used by permitted state officials. Failure to comply with these rules will result in the perpetratorsbeing turned over t the house of bodies.
Spellcasters will be held accountable for the actions of their undead servants unless spells have been used to manipulate their control.

I received word on your plans of tying skeletons to horses and I must express my sincere scepticism on this matter. I know as a former knight of Braye it is your wish to command cavalry units into battle and I fully understand why you wish to fulfil this dream with skeletons by your side but I cannot have you sacrifice my servants for this purpose. I am not entirely unsympathetic with your plans though and I know a city will need a cavalry to stay independent in the long run. For this purpose I set some of my advisors on the matter and with some of my help we came up with something you might agree with so that we both can be happy. Riding Skeleton Riding skeletons are variant skeletons that cost an extra HD to raise. The evil cunning that allows skeletons to use weapons evolve to allow them to ride animals. As most animals fear or abhor the undead Riding Skeletons may only ride undead horses. As undead horses can normally not be ridden by a creature which cannot talk, a riding skeleton must be raised together with its horse for purposes of binding the horse to its rider. Challenge Rating: As normal skeleton +1 Offensive Abilities: A Riding Skeleton is not made for on-foot combat and is considered staggered if it is not riding as it has underdeveloped legs. Feats: A Riding Skeleton loses Improved Initiative and instead gains Ride-By-Attack and Skill Focus: Riding. Defensive Abilities: A riding skeleton is treated as a normal skeleton when deciding immunities and defensive abilities. Saves: A Riding Skeleton gains +4 channel resistance Special Qualities: Riding affinity: A Riding skeleton has ranks in Ride equal to its HD and consider riding a class skill. A Riding Skeleton is considered intelligent for the purposes of controlling a horse. A Riding Skeleton gains +8 racial bonus on riding as a skill.
EDIT: Duh, a normal skeleton already has 14 dex.

These things are mostly just saved on my computer so I thought I'd write them up here in case Matt or Ryan needs to know what they do for sure.
Aerodynamic Skeleton Aerodynamic Skeletons are variant skeletons that cost an extra HD to raise. Winged skeletons have their bones spread out to reform their wings in a bendable cartilage material. This variant may only be applied to skeletons that were once winged. Challenge Rating: As normal skeleton +1 Offensive Abilities: As normal skeleton Feats: An Aerodynamic skeleton loses Improved Initiative and gains Fly-By-Attack Defensive Abilities: An Aerodynamic skeleton has had its bones spread, meaning it is more brittle than normal skeletons. It loses its 5 DR. Saves: An Aerodynamic skeleton gains +4 Channel Resistance. Abilities: An Aerodynamic skeletons charisma is always 14. Special Qualities: Wings: An Aerodynamic skeleton has wings and can fly with the skill of its base creature. Unholy Reflexes: An Aerodynamic skeleton can have a maximum of two wing attacks if its base creature could perform wing attacks.

The Academy of the Dead – Education guidelines • The Academy of the Dead shall supply education in the arcane arts to magically talented students that are citizens of the Court of Bones for free. Students coming from other places will pay a tuition fee each year of one hundred gold pieces for further education. In this price usage of onyx stones (to required limit), small material costs, access to the House of Bones, accommodation (although not food), access to the library and tutoring by fellow researchers or lecturers is included.
• Although an academy that teaches Necromancy it is not the only subject on the curriculum. Students will be required to have knowledge of all schools of magic. While students will have to be working within at least one field of necromancy no school shall be prioritized over another and experts of all schools are welcome to teach or learn.
• There is no such thing as forbidden knowledge at the Academy of the Dead but study of some magic will need approval by tutors of the Academy. Such spells include those with the Good descriptor or those involving positive energy. Students will have to book a special room to experiment with such spells as they may be able to cause great damage to materials and magic involving necromancy.
• Students are required to provide evidence or results of their studies each month and their progress shall be recorded in the library. Plagiarizing will not be tolerated and while other students are allowed to use and reference each other in their works every student will be given royalty if necessary.
• Students are not to share information from the library to people not involved with the Academy of the Dead unless specific circumstances allow. Transgressions may be punished harshly as they may endanger the safety of the state.
• Hygiene and sanitation is important when working with dead bodies. Make sure both students and subjects are thoroughly washed to prevent the spread of disease.
• Students will within the first two months of their studies be divided into doing what they do best. Students are required to spend some of their tie in this field even if they are more naturally gifted in another school than necromancy. Expert groups will include: o Raisers – Students learning the methods of raising the Dead. Researchers include those that create new variants, find new ways to raise the dead or manage to reduce raising costs. o Energizers – Students learning the flows of negative energy. Researchers include those that find ways to empower or heal the undead but also injure the living but also those that wish to tap deeper into the knowledge of the planes and bend energy to their will. o Artisans – Students learn how to create constructs by using the cunning of undead creatures. Researchers involve those that wish to create golems or machines with a limited intelligence or those who are inclined to create structures such as furniture, weapons or buildings out of bones or even unliving flesh. o Preservers – Students learning to preserve life or unlife and to prolong life via the use of magic. Researchers include those who seek immortality (like those in the Society of Immortals) but also those seeking solutions to diet dependency such as vampirism or lycanthropy. Preservers are most likely divine spell casters as opposed to the other groups.

sorry i can't make it again this week, i'm off to tq for my mates 21st, i'll make it up to you by making some exceptional game content, the sky circus is on its way to castle rolof aka court of the bones, the drow are also going to be ready for war, the soldiers are preparing now and the elite gaurd are on stand by to repel the invaders or capture some new slaves =]; retaleation attacks are definetly in the works before they even know who to fight back against. Herman will get to complete his trial and receive the contract for the heroes of prophecy and meet ryans new character, they will then be sent to the other heroes and along with a messaenger who will explain in better detail how to go about stopping the fey and how much time they have. The dwarf embassy will be up and running in a few days with its own underground trade route leading straight into it. The first undead powered mechanised contraption will be ready for a 'grand unveiling'. O and the circus will be set up outside town for a full week of festivities, competitions and feasts.

i've just been making the stats for it since there isn't a steam golem in pathfinder, i don't think you could take it, hopefully i made it right for a cr 16. but then again your ac is through the roof these days
